Brown ground beef in a small non-stick skillet, breaking it into small pieces.
After cooking, remove from pan and set aside.
Slice cucumber into 1/8 inch slices.
Toss cucumber slices with sea salt, then let rest for 5 minutes.
Add minced garlic and water (just enough to keep anything from sticking and burning) into the skillet.
Turn heat to medium-low.
After the garlic and water are hot, add cucumber and stir for about 5 minutes.
Add ground beef and onion powder and stir until all ingredients are well combined.
Cook for about 5 more minutes.
Serve immediately.
